Rwanda's visa on arrival is issued free, not waived entirely

Rwanda's Directorate General of Immigration issues a visa at the border to citizens of African Union, Commonwealth and Francophonie member states with the fee waived — 30 days, or 90 for a named list that includes Ghana, and six months for East African Community citizens. Rwanda's published fees of USD 50 single and USD 70 multiple do not apply to these categories.
