ECOWAS lost three members, but Benin and Ghana are unaffected
Mali, Burkina Faso and Niger left ECOWAS in January 2026, taking the bloc from 15 states to 12. Free movement between Ghana and Benin is unchanged. Benin's separate bilateral waivers, covering eleven African countries outside ECOWAS, are not needed for Ghanaian passports. The ECOWAS biometric identity card works as a travel document in place of a passport, and both countries issue it.
